Score each candidate from 1 to 5. Value is the size of the business result. Data ready is whether the history exists and is clean. Feasible is whether your team and stack could ship it. Risk is regulatory and reputational exposure, where 5 is the most exposed.

The score is value plus data readiness plus feasibility, minus risk, so a high-value project with no usable data and heavy exposure will rank below a modest one you can actually ship. That ordering is deliberate. Most stalled AI programmes we are called into started with the most exciting use case rather than the most shippable one.
